Hours of work: 35 Hours per week
Who we are: Housing Services leads service system planning and management of housing and homelessness programs and services with a view to policy and service integration. Helps improve these services through effective planning, based on local information and research about the needs of Peel’s many different communities
Reports to: Manager, Housing Systems Planning and Performance
In this role you will Supervise a team of: 1 Sr. Financial Analyst and 3 Financial Analysts
What you will do in this role:
The Supervisor, Program Funding Housing coordinates the administrative and complex analysis of the program funding in the delivery of the Housing Services, in collaboration with the appropriate program and finance staff. The role ensures there is effective management of funding while maintaining cost effectiveness, efficiency and accountability. The current value of the annual subsidies exceeds $100 million.
What you will do in this leadership role:
- Supervise employees through a variety of activities including hiring, coaching, motivating, developing job objectives, disciplining, managing performance, assigning and delegating work.
- Collaborate with Housing Services and Finance Teams to provide advice and guidance for the development of the program budget.
- Financial management for Housing Services including but not limited to monitoring and analysis of spending, procurement of service and the monitoring of minor capital and state of good repair.
- Ensure tasks are performed accurately in accordance with established service levels and that work activity aligns with divisional priorities in relation to the Housing and Homelessness Plan
- Completion of financial reporting for staff, Council, Provincial and Federal ministries; in partnership with Finance where appropriate.
- Reporting to Finance related to service providers, subsidies, projections, year-end, etc. as required.
- Develop long term subsidy funding modeling techniques/practices to support longer term program planning and viability for Housing Supply and Client Services.
- Encourage the collaboration of staff with Housing Supply in the completion of reconciliations, operational reviews and the development of plans for service providers to ensure program compliance and to promote best practices
- Coordinate statistical analysis in conjunction with Finance, including preparation and utilization of complex financial models.
- Recommend changes to budget and spending to meet program outcomes.
What the role requires:
- University degree in a related field with at least 5 years of related experience in a Human Services program funding
- Previous direct work experience supervising, coaching, mentoring and leading a team
- Recognized professional accounting designation (CA, CGA, CMA) and knowledge of general accepted accounting principles (GAAP)
- Well informed on acts, regulations, policies and administrative procedures related to Housing Services.
- Combination of education and experience may be considered.
Skills/Abilities:
- Strong analytical, problem-solving and organizational skills.
- Excellent communications skills (written and verbal) including report writing skills.
- Ability to identify and respond to situations using tact & diplomacy including complex matters associated with the negotiation of escalated inquiries from providers, landlords
- Effective time management skills and the ability to meet deadlines and manage multiple priorities.
- Strong collaboration skills and the ability to liaise with a variety of stakeholder groups
- Strong presentation and facilitation skills
- Experience in applying change management principles and methodologies with an in-depth understanding of change management principles/methodologies, and the ability to lead, manage, and support change.

Work Mode & Job Location:
In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.
