SALARY: $68,556 - $96,644 per annum

DUTIES
The Manager, Quality and Strategic Analysis supports successful integration of newcomers to Canada by establishing quality goals and metrics for the IRCC-funded settlement programming at the Centre for Newcomer Integration at RRC Polytech.
The Manager adheres to the strategic goals of the Settlement Program funded by Immigration, Refugees and Citizenship Canada (IRCC), and to the RRC Polytech’s strategic commitments.
Reporting to the Associate Dean, English Language Learning and Newcomer Initiatives, the Manager is part of the department’s leadership team with Chairs and other Managers.
The position manages and reports on program-wide monitoring activities, oversees required data collection for reporting, ensuring accuracy of metrics and indicators. Incumbent will design and conduct evaluations that reflect program objectives, lead research activities, design collection methods and analyses in consultation with stakeholders. The Manager leads a variety of reporting activities and communicates findings to leadership for timely decision-making and will build on and develop repeatable processes, in collaboration with software designers and process users, to collect and analyze comprehensive qualitative and quantitative data. The Manager also ensures design tools and collection mechanisms meet evaluation and research standards and best practices.
REQUIRED QUALIFICATIONS
- Bachelor Arts/Bachelor Science required in quantitative field (business, linguistics, economics, mathematics, etc.); combination of education and experience may be considered
- Experience in project management and reporting (both narrative and quantitative)
- Strong analytical skills based on multiple sources of information, ability to synthesize and identify trends to provide data for quarterly reports and data evidence to support renewal of funding applications
- Experience leading and developing a high performing team in a fast-paced, changing environment
- Experience compiling, analyzing, and presenting data to inform strategy development and drive decision-making and planning
- Strong organizational skills to assess, develop, balance and prioritize workload, tasks, reporting schedules, database entry and uploads to IRCC systems
- Experience in designing and using systems for data analysis and reporting (e.g. databases, Excel, Power BI, etc.)
- Ability to develop and maintain strong working relationships across the College to achieve objectives of the program
- Ability to think critically and find solutions to complex problems while maintaining quality and adhering to deadlines
- Experience in developing evaluation frameworks that align to various models used by funders: i.e. impact analysis, logic models etc.
- Experience building a respectful workplace culture that promotes diversity, learning and continuous improvement
ASSET QUALIFICATIONS
- Knowledge of Program Monitoring and Evaluation
- Familiarity with IRCC’s Settlement Program objectives
- Credentialed Evaluator designation
- Graduate degree
