Project Development Specialist
Legislative Services-RPAM
Status: (1) Regular Full-Time position
Salary Range: $76,054-$95,068 per annum plus comprehensive benefits
Work Mode: Hybrid i.e. 2-3 days in office or travel between various sites per week or as per operational requirement *see below for more details about this work mode.
Hours of work: 35 hours per week
Who we are: The Capital Planning and Project Management (CPPM) Section of the Real Property Asset Management Division is responsible for facilities lifecycle planning, capital project management and delivery. This includes facilities condition assessment, capital planning, project management and delivery for facilities related state of good repair work and new development construction projects. In addition, CPPM provides guidance on maintenance to ensure ongoing asset lifecycle are optimized.
Our Team provides these asset management services for:
Regional Office Complexes, Paramedics, Long Term Care, Affordable Housing, Shelters, Public Works Operations Support, PAMA, Learn Play Centres, Peel Housing Corporation and the Credit Valley Conservation Authority.
We work closely with these program areas and the Corporate Asset Management Group (CAM) to develop short, medium, and long term capital plans, plan and deliver new development, expansions, and State of Good Repair capital projects for the buildings.
Do you have architectural, structural, mechanical and electrical experience?
Do you have experience leading or supporting construction management projects in the context of project management?
We are looking for two experienced & knowledgeable Project Development Specialists with a technical background to lead projects guided by the Project Manager on various initiatives throughout the Region of Peel.
You will utilize effective communication & interpersonal skills to collaborate with internal & external stakeholders to achieve the desired outcomes of the project. You will be working within a team of project managers, property/facility managers, design professionals, as well as outside contractors and consultants to assist with managing the implementation of capital projects at various locations within the Region of Peel.
This role will involve assisting in budget and cost control, assisting in the review of design drawings and specifications, inspections and site visits during construction and warranty periods, and lastly preparing and updating project schedules and design/ construction meeting minutes.
Lastly, you will utilize your skills and experience to assist with client requirement coordination, purchasing procurement process management and construction planning. This could involve drafting contracts and agreements for service providers, close out of completed projects, and supporting the capital planning advisor with asset management and capital planning through data collection, condition assessment, and system defect recognition activities.
What the role requires:
- University Degree or Diploma in construction, engineering, or relevant field
- Minimum of 5 years of relevant experience in SOGR (State of Good Repair)/New Build construction
- Working knowledge of project development, contract administration and project management practices (including CPMM)
- Familiarity with permit and approval process and land development practices
- Class G driver’s license with daily access to a reliable vehicle required for travel between Region of Peel sites
- May require evenings/weekends as needed
- Combination of education and experience may be considered
Skills/Abilities:
- General understanding of design/construction standards (ASHRAE, CSA, ASTM) and contracts (OAA, CCDC)
- General knowledge of relevant legislation including Ontario Building Code, Ontario Fire Code, Occupational Health & Safety Act and Construction Lien Act
- Strong analytical, organizational, communication and interpersonal skills
- Working knowledge of AutoCAD, MS Office including MS Project, Excel and SharePoint

- Power BI, IBM Maximo, other Database Programs
In this role, you'll enjoy the flexibility of a hybrid work arrangement. This means you'll have the ability to work off-site and on-site as needed, depending on operational needs at the 10 Peel Centre Drive, Brampton worksite. The frequency of on-site work may vary from week to week, depending on operational demands, which can evolve over time.
It's important to note that your off-site work location must be within the province of Ontario.
