Salary Range: $89,469 to $111,834 per annum (plus comprehensive benefits)
Work Mode: Hybrid – you will be required work on-site as needed, depending on operational needs
Hours of Work: 35 hours per week
The Region of Peel’s Human Resources division is seeking an Organizational Development and Learning Specialist who shares our passion for supporting an engaged, resilient, inclusive and skilled workforce.
The Role:
Join our dynamic team as an Organizational Development Specialist, where you’ll play a pivotal role in shaping Organizational Development and Learning programs that drive our organization forward.
Key Responsibilities:
- Collaborative Design & Implementation: Partner with our Organizational Development and Learning Advisors to craft, schedule, and deliver impactful organizational development and learning programs for large-scale initiatives.
- Strategic Prioritization: Leverage employee feedback, best practices, and organizational goals to deliver strategic Organizational Development and Learning programming, ensuring our programs align with the future direction of the organization.
- Curriculum Design Excellence: Utilize your expertise to develop engaging asynchronous and synchronous learning modules, complete with knowledge checks and supporting materials that enhance the learning experience.
- Content Analysis & Methodology Recommendation: Assess content and learning objectives for diverse corporate projects, recommending cutting-edge delivery methods such as virtual learning, e-learning, and instructor-led training.
- Key Consultation Role: Serve as a primary consultant for corporate-wide Organizational Development and Learning initiatives, managing a diverse portfolio of projects that support organizational objectives.
- Operational Support: Collaborate with the Organizational Development and Learning Advisors to build and sustain high-quality programs. Portfolio areas could include: leadership development, team effectiveness, career development, core competency development, on-boarding, performance and succession management, career development and learning modernization.
- Strategic Relationship Building: Cultivate strong relationships with internal subject matter experts, project owners, and vendors to ensure learning deliverables meet strategic objectives and timelines.
- Compliance & Best Practice Guidance: Interpret training requirements for mandatory and compliance-related training, utilizing best practices and leveraging our learning networks to inform your approach.
- Vendor Evaluation & Resource Optimization: Review and evaluate external resources, making informed decisions to enhance quality of Organizational Development and Learning initiatives while maximizing budget efficiency.
- Partnership Development: Engage with external agencies and organizations to explore partnership opportunities that enrich our Organizational Development and Learning initiatives.
What the role requires:
- University degree in Adult Education, Human Resources or equivalent education; with at least five (5) years progressive experience in organizational development and learning. An equivalent combination of education and experience may be considered.
- Advanced experience with design, development, implementation and administration of organizational development programs and services.
- Demonstrated experience conducting in-person and virtual live facilitation and training for leaders and employees.
- Demonstrated experience with curriculum design for instructor-led, virtual and asynchronous e-learning.
- Demonstrated experience using e-learning authoring software (e.g., Articulate 360, Articulate Rise).
- Experience in project management, change management, client consultation, facilitation and evaluation.
- Experience with a variety of asynchronous learning content platforms preferred, e.g. LinkedIn Learning, Coursera, Skillsoft.
- Travel to Regional worksites based on operational needs.
Skills/Abilities:
- Demonstrated needs assessment and organizational development consultation experience.
- Demonstrated curriculum or programming design experience.
- Technology-savvy with comfort to learn new technologies and applications.
- Vendor management acumen.
- Demonstrated confidentiality, tact and diplomacy.
- Demonstrated commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias.
Nice to have:
- Experience collaborating on large projects with multiple stakeholders (internal or external).
- Experience in project management, change management, and communications planning.
- Knowledge of program evaluation methods to develop performance measures and report on program outcomes.
- Experience with Learning Management Systems.
- Experience creating and facilitating team effectiveness programming.
- Strong analytical and problem-solving skills for identifying needs, developing solutions, and logically organizing complex information.
- Awareness of various psychometric and team effectiveness tools (e.g., DiSC, StrengthsFinder).

Work Location: In this role, you'll enjoy the flexibility of a hybrid work arrangement. This means you'll have the ability to work off-site and on-site as needed, depending on operational needs at the 7120 Hurontario Street, Mississauga worksite. The frequency and location of on-site work may vary from week to week, depending on operational demands, which can evolve over time.
It's important to note that your off-site work location must be within the province of Ontario. This ensures that we're compliant with all regulations and policies.
