Are you a strategic thinker with a passion for public finance? Peel Region is seeking a dynamic Senior Financial Strategy Manager to lead critical programs supporting our long-term growth and fiscal sustainability. In this role, you'll guide a team responsible for development charges, property taxation, infrastructure funding, and corporate fiscal policy.
What You'll Do:
- Development Charges Management: Oversee the Region's development charges program, including revenue management, dispute resolution, and periodic by-law reviews.
- Property Tax Oversight: Manage the property tax program, providing financial analysis for Council's legislative actions and developing policies to support tax programs and revenue management.
- Infrastructure Funding Administration: Lead the administration of infrastructure funding programs, ensuring compliance with funding agreements and optimal resource utilization.
- Corporate Fiscal Policy Development: Develop and implement financial strategies and policies related to growth management, tax apportionment, debt management, and other areas of corporate fiscal interest.
- Strategic Financial Planning: Advise on the Region's Long-Term Financial Planning Strategy, focusing on funding strategies related to development charges, taxation, capital reserves, debt management, cash management, and asset management.
- Risk Management: Develop and advise on the Region's Financial Risk Management Strategy to mitigate risks associated with growth, ensuring financial sustainability and flexibility.
- Leadership and Team Management: Provide leadership to the Financial Policy and Development Financing section, establishing operational strategies, setting objectives, prioritizing tasks, and allocating resources.
- Stakeholder Engagement: Cultivate and maintain effective working relationships with internal staff, clients, and peers across the Region, as well as external stakeholders such as other municipalities and provincial government entities.
- Budget Management: Prepare and manage the section's budget, overseeing financial oversight responsibilities for the collection of development charges revenues and ensuring payments for GTA Pooling and the Regional share of GO Transit capital costs.
What We're Looking For:
- University degree in Business Administration, Economics, Urban Planning, or Public Administration; M.B.A. preferred.
- Professional accounting designation (CA, CMA, ACCA, or CGA).
- Minimum of 10 years of job-related experience.
- In-depth knowledge of municipal finance, development charges, property taxation, public policy, or infrastructure planning and project management.
- Strong leadership, communication, and interpersonal skills.
- Well-developed analytical and problem-solving abilities.

In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.
It's important to note that your off-site work location must be within the province of Ontario.
