The Specialist, Recovery provides specialized support to recovery operations and initiatives across the country, supporting several service lines. They are responsible for conducting community assessments to aid in the development and adaptation of Red Cross recovery programs. They play an instrumental role in working alongside internal and external partners to coordinate information sharing, opportunities for collaboration and service delivery. They work alongside communities to guide and support key recovery activities such as planning, navigation, and implementation. The Specialist, Recovery develops operational-level resources to ensure a consistent application of recovery standards and guidelines across operations and facilitate an increased level of readiness in the Red Cross. They frequently present to internal and external audiences to increase awareness, adherence to best practices, and understanding of Red Cross’s recovery approach and work. In this role you will: Contribute towards the implementation of successful recovery operations, including the management of key operational components related to internal coordination, assessment, situational awareness, communication, and service delivery. Contribute towards operational and program planning through the assessment and analysis of recovery needs in impacted communities, identification of gaps in existing capacities, and work with stakeholders to identify areas for Red Cross engagement and/or advocacy. Represent and speak to recovery operations, approaches and programs within the Canadian Red Cross in public forums, including conferences, as well as in meetings with governments, Indigenous partners, and community organizations. Build a common understanding of recovery within the Red Cross and share recovery expertise and guidance with communities undertaking recovery work. Produce quality materials to further internal and external understanding of Red Cross recovery approach, methodology, and operations, including but not limited to, frameworks, guides, tools, and resources. Keep informed of current practices in emergency operations and recovery work supporting individuals, communities, businesses, and community and identifies opportunities and applications to CRC programming. Lead in the development and delivery of training and workshops to promote recovery and readiness within the Red Cross and externally. Participate in operational meetings and bring forward feedback, analysis, recommendations and influence continuous improvement Contribute to operational and service line planning and reporting as required. Contribute to the implementation of compliance, quality assurance, and risk management practices within recovery operations and programming. What we are looking for: Qualifications include a minimum of 3-5 years of experience and a 3-year college diploma or university degree in social services, emergency management, psychology, human services, social work, community or health studies and/or an equivalent combination of education and experience. Knowledge of a holistic approach to community recovery and emergency management practices. Experience handling complex or high-risk cases, including escalations and advocacy for vulnerable populations. Ability to exercise discretion and professionalism in handling issues and confidential information. Ability to influence and support others, and to work collaboratively as part of remote and in-person teams. Proficiency in standard computer applications (Microsoft Office Suite). Skills to identify, investigate and analyze problems, identify root causes and risks, and apply technical, functional and organizational knowledge to develop solutions. Communication skills, diplomacy and empathy to interpret information and deliver advice, clarify client or stakeholder needs, offer solutions, and resolve escalations in new or sensitive situations. Experience applying community engagement principles, participatory approaches, and culturally safe practices. Ability to integrate best practices and continuous learning opportunities into program delivery. Ability to adapt to changing circumstances in a fast-paced environment. Demonstrated experience working in a response or recovery context is an asset. Experience working with Indigenous communities and diverse populations is an asset. Valid driver’s licence from a Canadian province or territory required. Working Conditions All teams contribute to emergency response and recovery efforts directly or indirectly. All CRC roles are required to adapt work and priorities to support emergency response efforts, be present in person as required to support service delivery and deploy to emergency responses when appropriate and/or required (personnel availability and request for exceptions will be discussed with line management). Will be working primarily in an office environment. This position requires ability to deploy to operations in Canada frequently, as well as occasionally for meetings and training opportunities. This position requires the ability to deploy in a large-scale emergency, where staff numbers are compromised or additional resources are required provide disaster relief and/or emergency field operational support.
