Who we are:
Our Information Technology Division plays an important role in the organization with respect to our technology & digital needs. The IT Division is composed of Information Management, Digital Services, IT Solutions & IT Operations.
In this role you will be responsible for planning, implementation, management and sustainment of Enterprise Cybersecurity Center of Excellence and associated activities and initiatives.
Acts as the principal advisor for strategic and operation plans that align with Enterprise Cybersecurity goals and objectives.
What you will do in this role:
- Works closely with IT Directors of Operations, Solutions, Enterprise Applications and Information Management teams on developing an organizational Cybersecurity plan and overseeing implementation
- Senior role to assess the key risks of the Enterprise Cybersecurity strategy and plan
- Provide expert advice to Identify strategies and critical issues to be resolved by the team
- Mentor and coach project staff based on knowledge and experience of industry-leading cybersecurity best practices
- Lead complex change initiatives and projects as identified and assigned (e.g. aligning with areas within the Region such as Public Works ADS, Emergency Management, and Internal Audit)
- Lead the interpretation of strategies into tactics, providing advice and critical analysis
- Develop and maintain collaborative, trusting relationships with internal and external stakeholders and strategic suppliers to positively influence strategies and plans in support of business transformation initiatives. Lead and facilitate leadership level discussions and agreement about integration of plans across Departments, monitoring and promoting opportunities for integration and collaboration in service delivery using an Enterprise approach.
- Dotted line relationship to Director IT Operations, Director, Enterprise Applications, Director, IT Solutions and Director, Information Management.
- Represent Cybersecurity-related initiatives at an enterprise level where necessary to build confidence
- Lead the development and implementation of a Cybersecurity Center of Excellence plan and ongoing road map.
- Provide insight and guidance to facilitate organizational decision making.
- Assist in driving resolutions of outstanding issues, gaps, and decisions.
- Work with IT and Business leaders to ensure Cybersecurity-related deliverables are understood and met.
- Provide leadership and guidance in project workshops and meetings as required.
- Assists in assessing and recommending processes and roles and responsibilities that are in compliance with Federal and Provincial statutes.
What the role requires:
- Masters or University degree in Computer Engineering, Computer Science or a related field
- 7 years progressive relevant experience in increasingly senior Information Security roles, including at least 4 years’ experience leading broad scale security-related initiatives.
- Professional certification preferred: CISA or equivalent, compliance frameworks (e.g. ISO or NIST)
- Demonstrated senior leadership experience and a proven ability to mentor, coach, engage, motivate and influence.
- Demonstrated tenacity and service orientation with an understanding of relevant technology.
Skills/Abilities:
- Superior knowledge of planning and delivering complex changes and an ability to lead teams through complex transformation by engaging others, addressing behaviours and anticipating barriers.
- Excellent judgment and creative problem solving skills, including consulting, negotiation, conflict resolution and leadership and learning agility.
- Exceptional interpersonal, collaboration, relationship building and group work leadership skills.
- Strategic insight, innovation and critical/analytical decision making with an advanced ability to build evidence-based proposals and link strategies and planning to business objectives, moving seamlessly between strategic and operational thinking and between strategy development and tactical execution/outcomes.
- Ability to understand and manage complex relationships within the context of broader issues impacting service quality.
- Strong verbal and written communication skills, including an ability to effectively convey security objectives, issues, and concepts at various levels within the organization.
- Demonstrated strong presentation and facilitation skills including the ability to present to various audiences within and outside of the department, including Council if necessary.
- A solid understanding of performance measurement and an ability to evaluate trends in order to provide recommended process improvement changes to enhance operational efficiencies.
- Political and business acumen to identify and respond appropriately to varying situations.
- Training, certification or exposure to project and change management principles and methodologies is an asset.
- Ability to undertake and manage the procurement and performance management of outside vendors

In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve.
