Job Summary
Reporting to the Chief Operating officer, the Director Quality, Compliance and Evaluation will be responsible for preserving Blue Door’s integrity by ensuring high ethical standards, analytical, organized and diligent work keeping in mind the objectives of the organization as a business, facilitating smooth operations, maintaining strong infrastructure, and reviewing organizational adherence to Blue Door’s legal requirements and in-house policies.
The incumbent must possess strong collaboration and excellent communication skills to work with managers and employees and build strong relationships between departments and teams within Blue Door.
Additionally, the incumbent must possess strong research and analysis skills for conducting internal evaluation of program performance, partnering with external organizations on strategic research, and implementation of recommendations for organizational improvement.
Responsibilities:
QUALITY & COMPLIANCE
Agreement and Reporting Management
- Review and negotiate contracts as necessary, including without limitation Memorandums of Understanding, service agreements, grant agreements, funding agreements, and charitable partnerships. Ensuring a high degree of collaboration and alignment with organizational values, mission and strategic directions.
- Effectively implement and deliver on new contracts by liaising between appropriate departments to ensure all aspects of finance, statistics and program deliverables are tracked, communicated and understood.
- Take responsibility for program rollout and preparing reporting packages as necessary for grantors or funders as required.
- Communicate with management on schedules, delays and changes for Blue Door projects and program execution.
- Create and implement Project Management tools to assist teams in effectively managing their projects and thus ensuring compliance with deliverables and budgetary requirements.
- Ensure that all reporting is completed as required and on schedule.
- Oversee the documentation of all operations to ensure that consistent, efficient workflows are in place, yielding optimal productivity and performance.
Board Committees
- Compile monthly and periodic reports to the Board of Directors, including business plans without limitation, by-laws, monthly dashboards on program performance, updates on new initiatives, and risk registers.
- Provide presentations, draft resolutions, and background research to the Board of Directors as needed.
- Support the Finance, Risk, and Audit Committee (“FRAC”) in updating the finance and admin policy manuals, risk register, and any other related documents, including by presenting to the Board of Directors.
- Support the New Initiative Committee in updating the new initiative list, completing new initiative assessments, and presenting new initiatives to the Board of Directors.
- Support the Governance Committee in their review of by-laws and Board- related policies from a management perspective.
- Support Board Committees as needed, including by drafting Committee mandates, completing Committee-specific projects, and providing research, advice, and recommendations to Committees.
Compliance and Controls
- Ensure compliance with charity law, including without limitation any Canada Revenue Agency requirements.
- Ensure compliance with corporate legislation applicable to federal and provincial not-for-profit corporations, including without limitation the Canada Not-For-Profit Corporations Act.
- Develop and monitor control systems to prevent or deal with violations of legal guidelines, funder contracts and internal policies.
- Evaluate the efficiency of controls and improve them continuously.
- Revise procedures, reports (where necessary) etc. periodically to identify hidden risks or non-conformity issues.
- Review the work of colleagues when necessary to identify compliance issues and provide advice.
- Keep abreast of regulatory developments within or outside of Blue Door as well as evolving best practices to apply at Blue Door.
- Review and track compliance documentation.
- File regulatory reports and other documentation.
Partnerships
- Communicate, evaluate, execute, and administer intermediary partnership agreements as appropriate, including the drafting of intermediary partnership agreements.
- Liaise between resource development and finance, consult with Chief Operating Officer to ensure suitable agreements and reporting take place.
- Liaise with partner organizations to ensure appropriate direction and control of any transferred funds, resources, and capital, as well as compliance with any legal requirements.
- Knowledge of applicable charity law and trust law, including the law related to the provision of funds and resources to intermediaries.
- Structure appropriate policies, procedures and processes to execute intermediary partnerships.
Policy and Process
- Support the COO in the creation, review, and implementation of policies and procedures resulting from new laws and regulations.
- Uphold organization policies and standards, ensuring legislative regulations are followed, including without limitation by conducting scheduled reviews of internal policies and procedures. Collaborate with corporate counsels and senior leadership (including HR department) to monitor enforcement of standards and regulations.
- Implementation and coordination of certain procurement procedures as required, including without limitation requests for quotations and requests for proposals.
- Oversight of insurance policies including without limitation liaising with the insurance provider, coordinating renewal of insurance, and providing certificates of insurance to external parties.
Risk Mitigation
- Work with leadership and management teams to identify and manage risks, including but not limited to, legislative compliance issues.
- Assess Blue Door’s new initiatives to identify possible risks and plan mitigation strategies.
- Review the effectiveness of controls and provide recommendations to further mitigate risk.
- Develop and maintain risk management tracking, policies and procedures.
- Provide quarterly annual updates and maintenance to Blue Door’s Business Continuity Plan.
- Ensure Blue Door’s insurance coverage and policies are always adequate and up to date and account for appropriate coverage of all new equipment, programming, etc. Deliver on insurance requirements and certificates, as requested, by funders or through other contractual requests or agreements.
- Create and regularly update a robust Business Continuity Plan to ensure the organization's resilience in the face of potential disruptions.
- Coordinate with relevant teams to implement and test continuity measures.
Information Technology
- Plan, direct and coordinate information technology functions.
- Manage all IT contracts at Blue Door.
- Be the point of contact for IT requests and liaise with an external service provider.
- Lead IT planning and infrastructure enhancement projects.
- Assess current and future IT needs and ensure appropriate replacement and disaster recovery strategies are in place.
- Lead IT inventory management.
- Establish/modify information technology policies and procedures to reflect the business approaches of Blue Door.
- Oversee/ manage/enhance information technology systems, guidelines and policies at all Blue Door sites.
- Work with Program Directors to ensure consistent practices across programs.
- Develop and facilitate appropriate training for staff in relation to IT changes.
EVALUATION
Organizational Performance
- Understand program objectives and recommend KPIs to meet goals and track progress
- Develop and implement evaluation frameworks and tools to assess program effectiveness, efficiency, delivery and design, and satisfaction. Work closely with Directors throughout the fiscal year to ensure alignment of operational objectives with overarching strategic goals.
- Collect and analyze data to ensure consistency and quality across programs and to report back to key stakeholders (i.e. funders, board, etc.)
- Develop internal systems for collecting program and participant data, e.g. online forms for frontline staff on SharePoint, Salesforce, or similar systems, as well as data analysis processes for evaluating programs and program outcomes.
- Analyze data for program reporting and development, as well as for researching broader trends within the housing and homelessness sector.
- Conduct internal program and/or policy research based on organizational and program needs, findings of internal and external research, and funding opportunities.
- Prepare and communicate data analysis findings in presentation format for senior leadership, including through dashboards and research reports.
Program Integration
- Coordinate the planning, development and integration of new programs into Blue Door.
- Manage the functionality of new programs, as well as updates and modifications to current programs, ensuring quality across all programs.
- Track, troubleshoot and resolve issues within Blue Door programs and systems to ensure strong delivery.
- Manage changes (as necessary) across Blue Door to ensure effective adoption of new programs.
- Liaise with Director, Resource Development and Director, Finance to track successful grants and enforce schedule and requirements.
Policy and Process
- Recommend process or policy updates to senior leadership. Draft/ modify/ streamline as appropriate.
- Work closely with the Chief Operating Officer and the senior leadership team, design and coordinate the preparation and ongoing review of policies, procedures, training materials and other communication tools to ensure professionality of departments.
- Work with Chief Operating Officer to establish/modify strategic/business planning policy to support Blue Door.
External Research and Evaluation
- Collaborate with external partners on strategic research initiatives and program evaluation, including by reviewing the protocol, monitoring the progress of research activities, discussing findings with appropriate stakeholders, and implementing recommendations.
- Support data collection and analysis for strategic research initiatives and program evaluation, including by coordinating recruitment, conducting desk research, collecting and analyzing data, and providing feedback.
- Promotes research capacity building among community-based organizations and research partners.
- Prepare and communicate external research findings in presentation format for senior leadership.
Advocacy
- Conduct public policy advocacy and related communications based on the research findings in order to promote system-level change.
- Ensure appropriate dissemination of research findings internally to ensure that they are reflected in planning and resource development.
- For program evaluation and related strategic research initiatives, implement recommendations with appropriate stakeholders for program improvement and development.

Qualifications:
- Post-secondary education in a related field (law, finance, business administration, etc)
- Knowledge of all relevant legislation applicable to federal and provincial not-for-profit corporations.
- At least five years of related experience
- In-depth knowledge of the charitable sector’s standards and regulations, including all relevant charity law legislation.
- Knowledge of all relevant federal and provincial legislation related to not-for-profit corporations.
- Knowledge and experience in contract review and contract drafting.
- Excellent knowledge of reporting procedures and record keeping.
- Methodical and diligent with outstanding planning abilities.
- An analytical mind able to “see” the complexities of procedures and regulations.
- Proven superior customer service skills.
- Excellent communication (oral and written), time management and organizational skills.
- Able to work independently but also as part of a team.
- A professional designation in the field of auditing or compliance is preferred.
- Proficiency in computer applications is required.
- Experience working with operational risk management and risk management processes and frameworks.
- Ability to deal with extremely confidential and sensitive information.
- Understanding and promotion of anti-oppressive practices.
