JOB DESCRIPTION
Position Highlights:
The successful candidate will join the System Modelling & Planning Support (SM&PS) group (within Transmission Asset Planning) as a Senior Engineer.
The core function of the SM&PS group is:
* To implement the data models to support the transmission planning processes in BC Hydro (growth capital planning, interconnection planning, transmission operation services, network integration transmission services and integrated resource planning)
* To address compliance with WECC and NERC MRS requirements concerning data models for transmission planning and reliability assessment.
* To maintain and sustain in-house software tools used to support the transmission planning processes within BC Hydro in addition to wider user groups where applicable.
Duties:
* Provide subject-matter-expertise in power system modelling by conducting data modelling, review, validation, and quality assurance in the data models of transmission circuits, station equipment and generation facilities. This also includes implementation of load forecasts, base resource plans, interconnection queue, as-built data for capital and sustain projects, external system models, system operating order updates, etc.
* Provide work experience, leadership and technical direction to engineers and technical staff in setting up, testing, tuning, benchmarking, and building steady state and dynamic models (base cases). This includes knowledge transfer and training on analytical methods and techniques implemented in specialized power systems application software used for the planning, design, and operation of electrical power systems.
* Provide work experience, leadership and technical direction to engineers and technical staff in sustaining and maintaining existing software used to support various transmission planning needs and business groups. Examples of such software include those to provide others access to equipment data and project planning scopes.
* Ensure on-going compliance and awareness with NERC MRS standards applicable to steady-state and dynamic data models used for transmission planning (e.g. MOD-010, MOD-012, MOD-025, MOD-026, MOD-027, MOD-031, MOD-032 and MOD-033, and TPL-001-4 standards
* Respond to WECC data requests (power flow and dynamic base cases, generating unit model validation, Remedial Action Schemes in standardized WECC format, Composite Load Model, Relay Models, Sequence Data, Load & Resource Information, Geomagnetic Induced Current data). This includes interaction and coordination with other utilities such as: FBC, AESO, and BPA.
* Active participation representing BC Hydro in relevant working groups of the Data and Model Subcommittees under WECC’s Reliability Assessment Committee dealing with steady-state and dynamic data used for transmission reliability assessment.
* Interact with relevant groups in Integrated Planning, Operations and Capital Infrastructure Project Delivery in implementing processes, requirements, criteria, standards, and policies dealing with power system models for transmission planning.
* Develop and maintain effective professional relationship with internal and external customers in addressing service requests for performing specialized engineering studies (e.g., load interconnections, generation interconnections, capital plan, short and long range transmission planning, annual NERC TPL studies, etc.). This includes understanding the requirements, defining the scope of the work, implementing, testing, and delivering on time data models for planning studies based on customer specifications.
Qualifications:
* Bachelor or higher academic degree in Electrical Power Systems Engineering from a qualified university.
* Registered, or eligible for immediate registration, as a Professional Engineer with the Engineers and Geoscientists of British Columbia (EGBC).
* A minimum of 8 years of working experience working in data modelling and/or software development and/or performing specialized electrical power system studies, such as: power flows, dynamic stability simulations, voltage stability, short[1]circuit calculations, reactive var planning and optimization, frequency response analysis, etc for a senior engineer position(P3). However, applicants who do not meet the full qualifications or those with lesser work experience may be considered for a lower level engineer position.
* Work experience with power system simulation tools and software such as: PSS/E, DSA Tools, GE-PSLF, PowerWorld, ASPEN, PSCAD/EMTDC, EMTP-RV, PI.
* Ability to review and verify plant record information for transmission circuits and station equipment and extract data models as needed by power application software used for transmission planning.
* Knowledge of fundamental engineering concepts applied to power system reliability evaluation and with particular emphasis on composite generation and transmission reliability assessment.
* Strong interpersonal, communication, technical writing and organizational skills and ability to work in a team environment is essential.
* Preference will be given to candidates with strong academic background and expertise in the planning and operation of electrical power systems.
* Preference will be given to candidates with software development skills in electrical power systems using specialized programming languages such as: FORTRAN, C++, C#, Python, Perl, Awk, HTML/XML, Java, etc., and industry standard databases (Oracle, SQL server).
* Knowledge and exposure to the latest developments in the CIM (Common Information Model), a standard developed by the electricity industry for data modelling and exchange would be an asset but not a requirement.

Our four role types identify the degree of flexibility an employee could have to work from home based on the type of work they do. The flexibility for an individual job is up to the manager for each position and the operational requirements. Employees also have the right to work full-time from the office if they prefer. All of our roles require at least some in-person time.
IBEW/Field – No option to work from home
Resident – Works primarily (4+ days per week) in the office.
Hybrid – May be able to work from home up to 3 days per week.
