The Manager, Program/Service is responsible for overseeing a team of individual contributors in the planning, development, implementation, and evaluation of programs/services to ensure they align with organizational goals and stakeholder expectations. They coordinate resources, monitor performance, and drive process improvements to enhance efficiency and service delivery. The role involves fostering stakeholder relationships, ensuring compliance with policies and regulations, and contributing to program/service development and innovation. In this role, you will: Lead the coordination of RR&R training delivery systems, instructor development, and the processes, tools, and logistics that enable learning and capacity-building across RR&R. Contribute to budget planning, operational plans, monitoring and reporting of financials. Oversee the day-to-day management of program/service activities, ensuring effective implementation and alignment with strategic objectives, including setting team performance and development objectives and providing feedback. Coordinate and collaborate with internal teams and external stakeholders, including government agencies, NGOs, and community partners, to enhance program/service effectiveness. Monitor program/service performance, collect and analyze data, and prepare reports to assess impact and identify areas for improvement. Monitor financial performance, ensuring compliance with funding agreements and reporting requirements. Support the development of program/service proposals, concept notes, and funding applications to enhance program sustainability and growth. Monitor trainer qualifications, certifications, and co-teaching requirements for compliance. Oversee quarterly reporting to track training impact and ensure continuous improvement. What we are looking for: Qualifications include a minimum of 6-9 years of experience and a 3-year college diploma or university degree or an equivalent combination of education and experience. Supervisory or management experience with leadership and team management skills and the ability to manage performance, resolve conflicts and engage employees. Strong program/service management skills, including planning, execution, and monitoring. Knowledge of performance measurement, impact evaluation, risk assessment, and data analysis to assess program effectiveness. Experience with financial management, grant reporting, and resource allocation. Proficiency in standard computer applications (Microsoft Office Suite). Communication and influence skills to gather perspectives, understand needs, collaborate, and present information to reach consensus, often in somewhat sensitive situations. Fluency in English is required; French is an asset. The ideal candidate has lived and/or has professional experience with First Nations, Inuit and/or Métis Nations or communities. Active in broader Indigenous networks and has an enduring commitment to sharing and advancing knowledge derived through Indigenous knowledge systems including balancing Western and Indigenous world views. The official languages recognized within the Canadian Red Cross are English and French however demonstrated skills and ability to communicate in an or multiple Indigenous language(s) or ability to communicate and adapt within Indigenous protocol is highly desirable. Working Conditions: This role is a response and operational profile that requires scheduled travel, deployment, in community in-person presence, and office-based work during non-deployment periods. Occasional requirement to lift up to 5kg in order to perform the requirements of the role. Some domestic or international travel to generally safe locations; exposure to moderate adverse conditions requiring attention to personal safety. Work requires the ability to work to multiple, conflicting deadlines. Work requires interactions with clients who may be agitated or are experiencing stressful situations. In a large-scale emergency, where staff numbers are compromised or additional resources are required provide disaster relief and/or emergency field operational support.
