Manager, Engineering Condition Assessment and Rehabilitation
Public Works - Water and Wastewater, Engineering Services
Status: Regular Full Time
Salary Range: Non Union Salary Band L; $147,496 per annum - $184,370 per annum (plus comprehensive benefits and vacation accrual)
Hiring Range: $147,496 per annum -$165,933 per annum
Work Mode: Hybrid; 2 on-site days per week which can increase based on operational needs*see below for more details about this work mode.
Location: 10 Peel Centre Drive, Brampton ON
Hours of work: 35 Hours per week

Reporting to: Director, Water and Wastewater, Engineering Services
Team Structure: In this role you will manage a team of 7 including a Program Manager, 4 Project Managers, Technical Analyst and Financial Coordinator
What you will do in this role:
- Defines project objectives, scope of work, proposed stages and schedules for Water Wastewater Capital Projects in partnership with other applicable Sections.
- Manages the distribution of workload to staff and provides support and advice as required.
- Effectively partners with other corporate organizations to deliver the most efficient and effective services (e.g. MTO, Local Area Municipalities, Adjacent Regional Municipalities, and Conservation Authorities etc.)
- Liaises and co-ordinates with the Public, Elected Officials concerning the delivery of the Capital Program and addressing any concerns or complaints
- Responsible for the operation of the Section and manages reporting staff, promoting a service-oriented culture, teamwork and co-operation within the Section, and with external partners.
- Handles issues escalated from reporting staff, conducts performance appraisals for immediate reports, handles performance issues, and supports staff development and training.
- Develops plans for the Section and makes recommendations to the Director on project priorities, service delivery strategies, and means of resourcing and related cost implications.
- Develops and administers Sections’ Operating Budget, approves major transactions, prepares financial forecasts and presents same to Director for approval.
- Defines business advantages for implementation of new technology and for software enhancements, reports systems malfunctions and deficiencies, and recommends effective and efficient solutions.
- Prepares and gives presentations, highlighting section achievements and/or plans.
What the role requires:
- A satisfactory Level 1 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted).
- Degree in Civil Engineering combined with 5-10 years of related infrastructure experience
- Minimum of 5 years working experience in a municipal infrastructure environment, consultant and/or public sector
- Thorough knowledge of municipal engineering infrastructure and water and wastewater design concepts including condition assessment and rehabilitation of large diameter water and wastewater infrastructure
- Leadership qualities to build and maintain strong teams and partnerships, thereby ensuring high standards of professional service
- Solid understanding of Public Works issues, services and processes with thorough knowledge of applicable legislation, regulations and standards
- Combination of education and experience may be considered
Skills/Abilities:
- Strong interpersonal skills to liaise with external and internal clients, co-ordinate works and provide leadership in project assignments.
- Previous leadership experience
- Able to articulate vision, motivate and inspire others
- Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias

Work Mode & Job Location:
In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.
It's important to note that your off-site work location must be within the province of Ontario. This ensures that we're compliant with all regulations and policies.
