The Senior Manager, Emergency Health will lead a team of health professionals responsible for delivering high-quality, timely services, developing solutions, and promoting operational excellence. They will lead, support, and guide emergency health responses. A key mandate of this role will be to manage a tuberculosis control project in partnership with the Nunavik Regional Board of Health and Social Services and the region’s health centres (CST and CSI). The Senior Manager will help build a collaborative and positive work environment, optimize resource allocation, address operational challenges, and improve processes to increase efficiency, reduce risk, and boost productivity. They will also work with various teams to promote continuous improvement and the adoption of innovative ways of working. Finally, they will be responsible for building and maintaining stakeholder partnerships, overseeing program budgets and resources, and contributing to the development and implementation of innovative solutions. In this role, you will: Manage program or service planning, implementation, and evaluation together with key stakeholders, ensuring alignment with the organization’s strategies and objectives. Contribute to the development and improvement of emergency health, public health, or clinical service programs. Build and maintain partnerships with stakeholders — including governmental and non-governmental organizations, funders, service providers, and communities — nationally and internationally, to ensure effective coordination, collaboration, and support for program or service operations. Manage budgets and resources, including financial planning, reporting, and compliance with funder requirements and Canadian Red Cross guidelines. Lead and support program or service evaluation, research, and assessment to guide program design, inform decision-making, and ensure operations are relevant and evidence-based. Monitor and assess program or service effectiveness and impact through data collection, analysis, and reporting, using results to improve the program or service and to optimize learning. Work with roster managers to implement mechanisms that facilitate the recruitment, skill check (where applicable), and readiness of key subject matter experts, including roster members and volunteers. Oversee the development and maintenance of learning paths for roster members and volunteers. Prepare program or service reports, funding proposals, and other related documents, ensuring compliance with funder requirements and Canadian Red Cross guidelines. Draw on technical expertise to support the development of new programs or services and innovative measures, including identifying implementation opportunities, developing concept notes, and supporting proposal development or procurement/tender processes. Implement and monitor practices, policies, procedures, and processes for the program or business unit. Represent the organization in working groups, forums, or other key collaborative mechanisms to advance program or service objectives. Ensure compliance with applicable policies, laws, regulations, and industry standards. Identify, assess, and mitigate risks that could affect the success of the program or service, in order to maintain service quality and stakeholder trust. Execute program or service agreements, identify needs, and resolve issues. Provide strategic leadership and operational oversight; develop and manage key operational components of service delivery. Support emergency health preparedness and response operations as needed, providing technical expertise, coordinating program activities, participating in rapid assessments and decision-making, and managing serious on-site incidents. With support from national health teams, provide clinical or public health oversight as a subject matter expert, verify the scope of practice of Canadian Red Cross specialists, and support Canadian Red Cross operations. Oversee clinical or public health technical support to ensure readiness and to track development within Humanitarian health services and Emergency Response Units (ERUs), in Quebec and across Canada. Develop and implement responses within public health or epidemic/pandemic control clinical services or programs, drawing on the expertise of multiple health specialists — including physicians, nurses, public health specialists, epidemiologists, internationally trained medical graduates, paramedics, pharmacists, radiology technicians, and other relevant profiles domestically and internationally. Liaise with Canadian licensing bodies to implement strategies to expedite provincial or territorial licensing for Canadian Red Cross personnel, as needed. What we are looking for: 6–9 years of experience and a university degree in health sciences (e.g., MD, Bachelor of Nursing, epidemiology, or public health) or a related field, or an equivalent combination of education and experience. May require a graduate diploma/degree in a related field (e.g., public health, nursing, emergency management, or epidemiology) and/or a professional degree, certification, or designation. Expertise in a specialized discipline related to public health in emergencies and/or clinical services in emergencies both in Canada and Internationally or broad experience across fields, along with an understanding of interconnections between processes and business units to provide effective leadership. Leadership and team management skills with the ability to resolve conflicts and inspire, motivate, and engage teams to achieve program objectives. Experience managing cross-functional teams, including roster members, delegates and emergency personnel, in high-pressure situations. Experience in successfully leading and coordinating emergency response or recovery operations. Proficiency in standard computer applications (Microsoft Office Suite), data analysis tools, etc. Ability to identify complex problems, conduct deep analysis in unfamiliar areas, predict outcomes, and develop innovative, collaborative solutions by balancing technical inputs with strategic objectives. Communication and influencing skills to synthesize diverse and sometimes conflicting perspectives and find mutually beneficial solutions, often in sensitive or complex situations. Experience in budget management, resource allocation, and financial oversight. Strong background in stakeholder engagement. Strong understanding of program/service delivery models, performance metrics, and impact evaluation. Knowledge of compliance, regulations, and risk management in the relevant industry. Ability to implement process improvements and optimize service delivery. Ability to apply local context, culture, and development/humanitarian issues. Working Conditions: The role includes fieldwork, deployment to emergency operations, and office-based work during non-deployment periods. International and domestic travel to unsafe or high-stress environments affected by major disaster or conflict requiring a significant and continuous need for personal safety management.
