The intent of this process is to find qualified individuals for the following positions:
- Assistant Commissioner, Regional Operations, Atlantic Region
- Assistant Commissioner, Regional Operations, Quebec Region
Important Information About The Job:
When applying on this job opportunity, candidates will be asked to indicate for which position they are applying by choosing one of the streams below:
STREAM 1: Assistant Commissioner, Regional Operations, Atlantic Region
As the Assistant Commissioner of the Atlantic Region, you will be accountable for the effective management of the Agency's operations in the Region, within allocated resources and consistent with Agency objectives and spending priorities. Furthermore, you will be responsible for contributing to the development of corporate objectives, policies and performance standards as well as for the implementation of Agency change objectives. The Atlantic Region covers the provinces of New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador. We serve a total population of 2,688,015 or 6.5% of the Canadian population. On the human resources level, the Atlantic Region employs 4,591 people in 9 offices representing 9.2% of the total CRA workforce.
This position is located in Halifax. However, other CRA offices within the Atlantic Region may also be considered.
This position requires on‑site presence. As such, candidates who do not reside within commuting distance of the work location will be required to indicate their willingness to relocate.
STREAM 2: Assistant Commissioner, Regional Operations, Quebec Region
As the Assistant Commissioner of the Quebec Region, you will be accountable for the effective management of the Agency's operations in the Region, within allocated resources and consistent with Agency objectives and spending priorities. Furthermore, you will be responsible for contributing to the development of corporate objectives, policies and performance standards; and for the implementation of Agency change objectives. The Quebec Region covers the entire Province of Quebec, an area of 1 667 441 square kilometres. With its population of 9 033 887, the Quebec Region represents the second largest region after Ontario. On the human resources level, the Quebec Region employs 5 932 employees in 14 sites divided into 7 offices. It represents 11.6% of CRA's total workforce. Also, 87.4% of positions in the region are designated bilingual.
This position is located in Montreal. However, other CRA offices within the Quebec Region may also be considered.
This position requires on‑site presence. As such, candidates who do not reside within commuting distance of the work location will be required to indicate their willingness to relocate.
CRA executives are required to work on-site at a CRA-approved location five (5) days per week.
Who Can Apply:
- Employees of the CRA who occupy a substantive position at the EX-03 group and level or higher. If you are an eligible veteran or a Canadian Armed Forces (CAF) member, you may also apply.
- If the number of applicants is insufficient, the following may be considered: Persons who occupy a substantive position at the EX-03 group and level (or equivalent) or higher within the Federal Public Service, including Crown corporations and agencies.
Essential Requirements:
- Have a degree (see note 1) from a recognized post-secondary institution.
- Have a record of strong performance and evidence of readiness to assume responsibilities at the EX-04 level.
- Have recent and extensive experience at the senior executive level or equivalent (see note 2) in the following (4) essential experience criteria:
Experience 1
Providing strategic leadership and direction in the development or implementation of complex policy initiatives, programs, and strategies.
AND
Experience 2
Providing strategic advice, recommendations, and briefings to senior officials (see note 3) on complex and sensitive issues (see note 4).
AND
Experience 3
Collaborating, maintaining partnerships, and building consensus around issues with colleagues and senior officials from various agencies, federal departments, other levels of government, or the private sector.
AND
Experience 4
Managing significant financial and complex human resources matters as demonstrated by the number of direct and indirect reports and the dollar figures of the budgets directly managed for each position.
Notes:
- Degree is defined as a baccalaureate or higher-level degree.
- Recent and extensive experience at the senior executive level is defined as the depth and breadth of the experience normally acquired at the EX-03 level or equivalent and above for a period of at least two (2) consecutive years in the past five (5) years.
- Senior officials are defined as Ministers, senior ministerial officials, Deputy Ministers, or Assistant Deputy Ministers.
- Complex and sensitive issues are issues with at least three (3) of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent-setting, having a major impact on the public service or the public, having a potential for significant media coverage or becoming controversial in the public domain.
- Individuals occupying a position at the EX-04 substantive group and level must submit an application if they are interested in being considered.
- Preference may be given to candidates who self-identify as Indigenous Peoples and/or member of a visible minority group.
- Preference may be given to candidates based on the depth, breadth, and relevance of their experience. This may include candidates who have three (3) years of experience instead of the minimum of two (2) years.
Assets:
- Experience in negotiating and consulting on policy priorities and representing the Government of Canada's interests with senior private sector representatives and/or with senior officials of other governments.
- Extensive management experience in a large service/operational and decentralized organization.
- Extensive experience in leading regional operations in a large decentralized organization.
Conditions Of Employment Required At The Time Of Appointment:
- Secret security clearance
- Willingness to travel
- Willingness to relocate to the Atlantic or Quebec Region. Candidates who are not currently located in the Atlantic or Quebec Region, or within commuting distance, must clearly indicate in their application their willingness to relocate. Failure to provide this information at the time of application may result in being screened out of the staffing process.
- All appointments (except acting appointments) to and within the Executive (EX) Group at the CRA are subject to the Agreement to be laterally moved provision as a mandatory condition of employment. This provision is included in the CRA's Directive on Terms and Conditions of Employment for the EX Group.
Language Requirements:
- Bilingual – CBC levels
- Candidates must have valid Second Language Evaluation test results (not expired) at the CBC level at the time of application in order to be considered further in the staffing process.

- Experience questionnaire:
- Essential experiences: You will be asked to demonstrate how you mee the four (4) essential experience criteria.
- Asset experiences: You will be asked to demonstrate how you meet the assets.
- General questionnaire:
- Stream: You must indicate for which stream you are submitting your application.
- Mobility: You must indicate your willingness to relocate to the Atlantic or Quebec Region, if you do not reside within commuting distance.
- Substantive group and level: You will be asked to indicate your substantive group and level.
- Second Language Evaluation (SLE) results: You will be asked to indicate your SLE results with expiration dates.
- Security clearance: You will be asked to indicate your current security clearance.
- Job performance and talent management: You will be asked to indicate your performance rating and talent placement for the last two years.
- Reference checks:
- You will be required to provide the names and coordinates of six (6) references (two (2) most recent supervisors, two (2) colleagues and two (2) subordinates. The staffing board reserves the right to contact references other than those provided by the applicants, if found necessary, to adequately assess the applicants. The staffing board may also consider using reference checks completed from a previous staffing process at the EX-04 level.
- Employment Equity (EE) staffing questionnaire: Candidates must complete this questionnaire upon application. The information collected is kept under the confidentiality provisions of the Privacy Act and the Employment Equity Act and its Regulations.

Assessment

This staffing process will be conducted under tight deadlines shortly after the closing date of the job notice. As such, applicants are required to provide requested information promptly and make themselves available for assessment. Failure to respond in a timely manner could lead to your candidacy not being further considered. Rescheduling will be on an exceptional basis only.
Depending on the volume of applicants and on upcoming vacancies to staff from this process, volume management strategies, such as top-down approach, may be used for the purpose of managing applications and determining who will be retained for the next stage of the staffing process. Note that although you may attain the established pass mark on any of the assessments used in this staffing process, the Staffing Board may determine the need to apply a higher pass mark.

We Plan To Assess Candidates As Follows:
- Screening: Your application will be reviewed to determine if you meet the screening requirements. For all experience criteria, essential and asset, you must clearly demonstrate in the experience questionnaire how you meet them. The curriculum vitae will only be used to validate information provided in the experience questionnaire. Asset experience may be invoked at the screening or any other stage. Candidates are expected to succinctly respond and ensure that instructions under the "To Apply" section are respected. Candidates are also encouraged to review the notes listed under the essential requirements.
- Performance and talent management: Having a record of satisfactory performance and evidence of readiness to assume responsibilities at the sought executive level is a requirement of the position. You may be asked to submit a copy of your last two performance ratings and evaluation reports, as well as a confirmation of your talent map placements (if applicable).
- Key Leadership Competencies (KLCs): Candidates may be assessed on the following KLCs: Create Vision and Strategy; Mobilize People; Uphold Integrity and Respect; Collaborate with Partners and Stakeholders; Promote Innovation and Guide Change; and Achieve Results.
- Character Leadership (CL) Interview: Candidates who meet the previous assessment phases will be invited to an interview where CL will be assessed. The CRA is looking to attract candidates who demonstrate strong character leadership. Dimensions of character are courage, drive, accountability, transcendence, humanity, humility, collaboration, temperance, integrity, justice and judgment.

Interviews are tentatively scheduled for November 2026.
- References: References will assess the effective demonstration of the Key Leadership Competencies (KLCs) and your readiness to assume a leadership role at the EX-04 group and level. If found necessary, the staffing board reserves the right to contact references other than those provided by the applicants to adequately assess the applicants. The staffing board may also refer to reference checks completed from a previous CRA staffing process at the EX level.

- Additional assessments may be completed throughout the process.
- Candidates who are also successful in meeting all requirements for another CRA EX-04 staffing process being conducted simultaneously will only be invited to one (1) interview.
