Salary Range: $92,153 -$115,189 per annum plus comprehensive benefits, where applicable

Hours of work: 35 hours per week
The Role: You will be a key contributor in supporting program design and other innovative responses to challenges and opportunities in the housing system. You will lead strategic research, contribute to the evaluation of complex systems, and provide insight to inform evidence-based decisions. As a strong communicator, you will work collaboratively with others to support achieving successful outcomes. You will also provide expert guidance and advice on the development and implementation of funding programs, services, and performance measurements in Housing.
The Innovation and Program Design Team develops innovative strategies, programs, system initiatives, and plans to improve and change the system to advance the outcomes of the Peel Housing and Homelessness Plan, to ensure affordable housing is available to all Peel Residents and that homelessness is prevented.
The Public Policy and Government Relations Team, through research, jurisdictional scans, and stakeholder engagement, is responsible for creating data and evidence driven policy, programs, and advocacy to improve housing affordability and advance the outcomes of the Peel Housing and Homelessness Plan.
What you will do in this role:
- Assesses existing Housing system programs, projects and performance to ensure continued viability. This would include a review of the existing funding sources, current community needs assessments, analysis of success against prescribed performance measures, use of process mapping, etc. which could lead to a complete redesign
- Supports the development of Housing system programs which will include reviewing and redesigning policies, developing work plans and incorporating relevant legislation
- Researches historic and existing programs and prepares complex analytical reports and clarifies statistical documentation for a variety of audiences including the Ministry, internal and external stakeholders, funders, Peel Living Board and Regional Council (e.g. Council Reports, newsletter articles, business cases and/or funding applications)
- Conducts complex analysis and design of financial modelling from a variety of funding sources including different levels of government; analyzes and assesses all funding source options to optimize operational programs, meet compliance and help end users achieve intended performance results
- Measures, monitors and assesses success of the housing system against performance standards
- Provide advice of an expert nature in relation to program design and development, funding contracts, performance compliance in order to deliver on the mandate and objectives of the Peel Housing and Homelessness Plan
- Researches best practices in performance and design and provides guidance to revise the performance management system for Housing, as required to achieve business outcomes. Advises on methods to improve results
- Works collaboratively with subject matter experts and stakeholders to achieve the outcomes of the Peel Housing and Homelessness Plan and the Region of Peel’s Strategic Plan, Community for Life
- Collaborates with internal and external partners to support Housing system requirements including community and government relations, and advocacy oversight for the system
- Develops and prepares presentations relating to system and program design and development, system performance, quality, compliance and funding analysis, to a variety of audiences including departmental staff, leadership team, Regional Council, Ministries and the community
What the role requires:
- Post Secondary education in Human Services or a related field such as social housing, social policy, project management, planning and/or finance and at least 5 years of related work experience or an equivalent combination of education and experience
- Demonstrated experience in developing new approaches or processes as it relates to system design and development
- Experience in leading, developing partnerships and collaborative relationships with internal and external contacts
- Analytical skills necessary for researching and interpreting broader housing system programs for adaptation within the Region and interpreting and advising on the success of programs from their statistical models including an understanding of analytical and project management methodology models
- Working knowledge of legislation that directs and supports the delivery of housing and homelessness programs including but not limited to the Housing Services Act, 2011, Bill 108, The Residential Tenancies Act
- Knowledge of relevant housing and homelessness policies, programs and processes including but not limited to the National Housing Strategy, the Community Housing Renewal Strategy, etc
- Well-developed written and verbal communication skills in order to clearly explain complex financial and policy concepts; facilitation and presentation skills necessary to address a variety of audiences, including Council
- Political awareness to identify and respond to situations with various parties and stakeholders involved in decision making processes, and to anticipate their likely reaction to statements, proposals, recommendations and situations
- Demonstrates sound judgment and political acuity in communications and recommendations
- Extensive knowledge of multiple computer applications, including but not limited to MSOffice (advanced level-Word, Excel, Powerpoint and experience in Access, Visio, MSProject) or like
- Working knowledge of methodologies such as project management, change management, process management, best practices and quality assurance
- Ability to travel with a assess to reliable transportation
Skills/Abilities:
- Ability to interpret and evaluate information to improve existing programs and develop performance standards per funding requirements
- Proven ability to problem-solve which includes well-developed resolution skills
- Effective time management and organizational skills and the ability to meet deadlines and manage multiple and agile priorities

Work Mode & Job Location: In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.
