Salary Range:Senior Project Manager $114,196 to $142,747 per annum plus comprehensive benefits
Project Manager: $103,177 to $128,969 per annum plus comprehensive benefits

Hours of work: 35 hours per week
Who we are:The Transportation team constructs, operates, plans and maintains a multi-modal network of assets such as roadways, bridges, sidewalks and multi-use trails, stormwater infrastructure, street-lighting, traffic signals, noise and retaining walls, signs, safety barriers and street trees.

Reports to: Program Manager, Roads Design and Construction
Two (2) exciting roles are now available within our Transportation Team - Senior Project Manager and Project Manager. One role focuses on detailed design and contract administration for construction projects, while the other leads major capital projects like the Hurontario Light Rail Transit (LRT) and key road expansions. Both roles will be responsible to manage budgets, drive schedules, lead project teams, and work with top industry partners and agencies.
Senior Project Manager role responsibilities include:
- Manage and administer all phases of project delivery, from initiation and planning through to execution, monitoring, and close-out.
- Lead the selection, procurement, and evaluation of new technologies and methodologies.
- Prepare and manage Requests for Proposals (RFPs), including defining scope of work and terms of reference.
- Develop tender documents, award contracts, and oversee contract execution.
- Control and monitor project budgets, cash flows, schedules, and reporting.
- Liaise with internal departments, Regional Councillors, external agencies, municipalities, and the public.
- Negotiate and secure approvals from environmental agencies (CVC, TRCA, MNRF, NEC, DFO, MECP).
- Lead project teams and oversee full-time on-site inspectors.
- Provide budget estimates, project schedules, and prepare Business Cases for infrastructure funding needs.
- Conduct Value Engineering reviews to ensure constructability and maximize value.
- Coordinate and oversee third-party design and construction deliverables, including the review of technical submissions through industry software platforms.
- Attend onsite meetings with partners like Metrolinx and internal Regional staff to resolve design and construction challenges.
- Participate in the development and application of the Project Management Implementation Manual (PIPM) to standardize project delivery processes.
- Identify and drive new business practices to improve infrastructure project delivery.
- Stay current on emerging technologies, industry standards, and regulatory changes.
Project Manager role responsibilities include:
- Undertake detailed design work in-house using the MicroStation CAD platform, and review, comment on, and approve consultant-led designs, tender documents, and associated submissions.
- Manage projects through all phases: initiation, planning, execution, monitoring and controlling, and close-out.
- Lead the selection and procurement of new technologies and methodologies, and prepare Requests for Proposals (RFPs), including defining scopes of work and terms of reference.
- Develop tender documents, award contracts, and oversee execution and administration of construction contracts.
- Control and monitor project budgets, cashflows, schedules, and reporting requirements.
- Lead project teams, including full-time on-site inspectors, and guide inspection and consultant teams to ensure effective contract administration.
- Provide budget estimates, project scheduling, and prepare Business Cases to support infrastructure funding needs.
- Lead Value Engineering reviews to ensure constructability and maximize value.
- Coordinate utility relocations and cost-sharing arrangements with external partners.
- Liaise with internal departments, Regional Councillors, external agencies, municipalities (such as MTO, Metrolinx, Brampton Transit, and MiWay), and the public to support project delivery.
- Negotiate and secure approvals from environmental agencies (CVC, TRCA, NEC, DFO, MECP).
- Negotiate project scope changes and related extras to minimize financial risks while maintaining project quality and timelines.
- Ensure projects are carefully planned to minimize risks to existing infrastructure.
- Attend on-site meetings to address design and construction challenges.
- Participate in the development and implementation of the Transportation Project Procedures Manual (TPPM) to standardize project management practices.
- Identify and implement new business process improvements to better assess and deliver infrastructure needs.
- Stay current on emerging technologies, regulatory changes, and industry best practices.
What the roles require:
Senior Project Manager Requirements:
- Professional Engineering Designation (P.Eng.) or CET plus a minimum 7 years of directly related experience
- Knowledge and experience in areas of Roadway Design, Environmental Assessments for transit projects and other supporting studies, Structural and Civil Engineering related to the design and construction of Transit facilities, Roads, Bridges, and associated storm infrastructure
- Knowledge of road design practices and standards, related codes, regulations, safety acts, tendering/contract process, value engineering and contract administration
- Demonstrated experience in the design and delivery of rapid transit projects
Project Manager Requirements:
- Professional Engineering Designation (P.Eng.) or CET plus a minimum of 5 years directly related experience.
- Multi-disciplined knowledge and experience in the design, construction of roadways, sidewalks, multi-use paths, stormwater infrastructure, retaining/noise walls and structures.
- Knowledge of road design practices and standards, related codes, regulations, safety acts, tendering/contract process, value engineering and contract administration.
- Demonstrated experience in Contract Administration for Construction Projects. Must be proficient in MicroStation CAD platform.
Skills/Abilities:
- Strong negotiating, planning, scheduling and project management skills to coordinate multiple budgets, vendors and contractors to get the work done smoothly, on time and on budget
- Excellent communication (verbal and written) skills along with strong public relations skills
- Ability to work independently and make effective decisions
- Ability to provide mentoring to junior staff and able to evaluate vendor performance
- Strong organizational and effective time management skills
- Financial expertise to prepare cost estimates, cashflows and to control budgets and expenditures for capital works projects

Work Mode & Job Location:
In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve.
