Analyst, Senior Financial - Water Billing
Public Works, Operations Support
Status: Contract Full Time - 24 months
Salary Range: $92,153 - $115,189 per annum plus comprehensive benefits, where applicable

Location: 2 Copper Rd., Brampton, ON
Hours of work: 35 hours per week
Reporting to the Supervisor, Analytical Support, you will assume full responsibility for overseeing the water rate affordability program’s (temporary relief program for seniors and low-income group) administration and ensuring the seamless achievement of the program objectives. Your primary focus will be on ensuring customer application requests are processed and information is updated in the billing system promptly and to coordinate stakeholder communication both internal and external. You will establish a consistent and systematic approach for handling each application, facilitating the application process for the applicants. Additionally, you will verify, consolidate and analyze data and information to develop program metrics for program evaluation and provide decision support for future considerations.
What you will do in this role:
- Administer the program in accordance with the established policy and eligibility criteria.
- Plan, coordinate, receive and process applications, ensuring billing system is updated with correct parameters.
- Independently review and assess the application to verify eligibility criteria.
- Maintain accurate and comprehensive records for all applications, including application status and reasons for denial, if applicable.
- Ensure billing system is properly configured and updated with required parameters to accurately calculate the discounts.
- Verify system calculations are accurate and in line with the approved program.
- Engage in problem-solving tasks to support the decision-making processes.
- Interpret and apply financial policies, By-Laws, procedures and legislation to ensure program compliance.
- Process the discounts in the billing and the financial system
- Prepare, execute, and monitor all required financial transactions, interfaces, reporting and analysis.
- Prepare journal entries, reconciliations, and other financial schedules to support monthly, tri-annual, and year-end financial reporting.
- Collect, store, analyze and interpret data to facilitate decision-making and benchmarking activities
- Establish, monitor, and maintain program performance metrics.
- Analyze and interpret performance data to provide insights to internal stakeholders.
- Develop and maintain Standard Operating Procedures.
- Perform any other duties and responsibilities as required.
What the role requires:
- University degree or specialized college diploma in Business Administration, Accounting, Finance, complemented with 3-5 years relevant work experience.
- Demonstration leadership experience, showcasing strong judgement and problem-solving skills.
- Expertise in independently managing data, performing data analysis, and data modeling.
- Thorough knowledge and experience in the application of accounting and financial principles and practices.
- Familiarity with regional policies, by-laws, and Municipal Act.
- Proficiency in Microsoft Office including Excel, Word, and demonstration aptitude for working with office technologies.
Skills/Abilities:
- Excellent customer service skills, with the ability to manage difficult customers tactfully
- Proven ability to work discreetly, diplomatically, confidentially, and professionally.
- Well-developed communication skills for effectively conveying complex issues verbally or in writing, supported by exceptional interpersonal skills.
- Ability to work independently, with excellent time management and organizational skills.
- Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias
Nice to have:
- Strong knowledge of a billing system, experience with Customer Care and Billing system (CC&B) would be considered an asset.
- Familiarity with SQL reporting would be considered an asset.

In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve.
