Who we are: Housing Services leads service system planning and management of housing and homelessness programs and services with a view to policy and service integration. Helps improve these services through effective planning, based on local information and research about the needs of Peel’s many different communities
What you will do in this role:
- Provides professional guidance and advice to staff and manager(s) by integrating research and analysis into strategy and policies, thereby informing HSP projects, initiatives and programs.
- Conducts complex research, data analysis, interpretation of Federal/ Provincial/Municipal housing policy, direction and initiatives to support evidence-based decision-making and inform HSP projects and programs including delivery of the 10-Year Housing Master Plan.
- Monitors, analyzes and identifies relevant trends, best practices and keeps abreast of political environment when developing and implementing benchmark studies and applying findings to HSP projects
- Develops site specific and neighborhood housing needs and demand analysis to support HSP projects.
- Development of quality Council and technical reports, briefing notes, position papers and presentations, based on research findings and analysis conducted. for distribution to the appropriate Regional management, Council, partners and external stakeholders
- Promotes teamwork and integration by communicating and collaborating with internal and external stakeholders, with the intent of implementing research and policy results
- Develop frameworks for new initiatives, Requests for Proposals (RFPs), funding proposals for the Division and the Department, monitoring the implementation and progression of funded projects by producing quarterly project analysis reports which outline targets, as well as solutions for unmet goals
- Shares and disseminates pertinent information with other policy teams at the Region of Peel, management and staff within the Division; maintaining a compendium of available resources as a knowledge base for the Department.
What the role requires:
- A satisfactory Level 1 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted).
- Post-secondary education in Human Services, Housing, Planning. Business Administration, Public Administration or related field with at least 5 years experience in policy and research or equivalent combination.
- Requires an in-depth understanding of Housing and Human Services programs and services, municipal legislative and policy context
- Experience with conducting complex housing research and policy analysis including undertaking reviews, best practices, data analysis and interpretation, and applying to projects
- Experience interpreting, recommending and advising on legal agreements
- Experience supporting housing development projects
- Combination of education and experience may be considered
Skills/Abilities:
- Excellent written skills to prepare reports and information papers for a variety of audiences and oral communication skills to present findings
- Interpersonal skills necessary for effective liaison with departments, stakeholders and the community;
- Working knowledge of project management and change management methodologies.
- Research and analytical skills to gather and synthesize diverse information from a variety of sources, in order to develop sound recommendations
- Effective time management skills, ability to be a self starter and able to prioritize multiple requests
- Strong computer skills primarily in MSOffice; ability to master new and relevant software
- Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias
Nice to have:
- Membership with a Professional Planning Institute (or equivalent professional membership) is an asset

Work Mode & Job Location: In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.
It's important to note that your off-site work location must be within the province of Ontario.
