Advisor, Data Management & Evaluation
Human Services - Housing Services
Status: Contract Full Time (13 Month Duration)
Salary Range: Non Union Salary band I
Hiring Range: $105, 754-$118,974 per annum (plus comprehensive benefits and vacation accrual)
Work Mode: Hybrid, 2 Onsite days per week which can increase based on operational needs *see below for more details about this work mode.
Location: 10 Peel Centre Dr., Brampton, ON
Hours of work: 35 hours per week
Who we are: Housing Services leads service system planning and management of housing and homelessness programs and services with a view to policy and service integration. Helps improve these services through effective planning, based on local information and research about the needs of Peel’s many different communities
The Advisor will lead long-term initiatives in Housing Services, as well as act in a Project Advisory role on initiatives led by others. The Advisor is responsible for providing technical and strategic advice in the areas of strategy, operational planning, performance measurement and evaluation to ensure divisional outcomes which include performance and client outcomes are met and increased; recognizing the role of municipal government and responsibilities of the Housing Service Manager.
What you will do in this role:
- Lead and support the development and refinement of strategic and operational plans, including outcomes, measures, targets, data dictionaries, and data collection tools to support evaluation and continuous improvement.
- Work with stakeholders to conduct current‑state analysis, define training needs, establish priorities, and create performance measures with clear accountability.
- Ensure the data roadmap is aligned with the technology roadmap to support coordinated deliverables and improvements.
- Oversee the timely development of public‑facing, divisional, and management‑level dashboards.
- Support the development of system strategies, performance measurement frameworks, and process improvement initiatives.
- Collaborate with staff to update processes, practices, and guidelines to ensure programs are sustainable, user‑friendly, evidence‑driven, and capable of supporting high‑quality data collection and analysis.
- Stay current on best practices in planning, performance measurement, evaluation, and facilitation, and integrate them into methodologies and deliverables.
- Build strong, sustainable relationships across the division, department, and organization to support aligned approaches and project success.
- Liaise with Advisors across teams to ensure strategic alignment, consistent communication, and standardized technical approaches.
- Represent the organization on external or community‑led tables as required.
- Lead capacity‑building efforts by developing and piloting standards, tools, and processes; supporting knowledge‑sharing; and advising on infrastructure needed to sustain new practices.
- Supervise a small team responsible for system strategies, performance measurement, and process improvement deliverables.
- Manage staffing responsibilities including hiring, coaching, training, performance management, delegation, and ensuring quality and service standards.
What the role requires:
- A satisfactory Level 1 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted).
- University degree in data management, research methods, public policy, social policy, Public Administration, Business Administration or a related field with at least 5 years experience with project management, change management, facilitation and client relationship management or an equivalent combination of education and/or experience
- At least 1 year of leadership experience. Demonstrated ability to lead/supervise staff
- Expert knowledge of, experience with, and advanced training in strategic/operational planning, performance measurement and evaluation
- Expert knowledge of performance and/or data management within the public sector
- Proficiency in MS Office applications (Word, Excel, PowerPoint, Visio) and Sharepoint applications
Skills/Abilities:
- Excellent facilitation and knowledge translation skills
- Effective time management, analytical and critical thinking skills with the ability to meet deadlines and manage multiple priorities
- Ability to think strategically and translate thinking/deliverables to a non-technical audience
- Ability to influence and negotiate without direct authority
- Skills in establishing priorities
- Strong interpersonal skills to work with and motivate multi-disciplinary teams and to work with senior management, other divisions and staff
- Strong customer service orientation and ability to build a collaborative environment
- Ability to work independently with minimal direction
- Ability to engage and motivate staff to achieve desired goals
- Excellent computer skills including knowledge and experience in the use of computer software for statistical analyses, such as SPSS, Excel, Visio, PowerPoint, Power BI

Work Mode & Job Location:
In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.
It's important to note that your off-site work location must be within the province of Ontario.
