Salary Range: Non Union, Band I $103,175- $128,969 per annum (plus comprehensive benefits)
Hiring Range: $103,175-$116,072 per annum

Reporting to: Manager, Planning and Performance Peel Housing Corporation
What you will do in this role:
- Undertake analysis of gaps and issues to understand and anticipate needs, translating them into detailed specifications that support Peel Housing Corporation objectives.
- Manage all project prerequisites and dependencies, identify and validate user stories, and ensure the product delivers on business needs.
- Define product features based on research and analysis of client, stakeholder, partner, and user needs.
- Lead the development of product vision and roadmaps to meet service delivery needs, including leadership of ad‑hoc, cross‑divisional, cross‑departmental, and external partner teams.
- Provide oversight of all stages of product creation, including design, development, testing, and release, with authority to make final decisions on requirements and product builds.
- Define and prioritize product backlogs in response to changing requirements.
- Stay informed about evolving system and operational pressures to ensure product development achieves desired outcomes.
- Provide expert advice and guidance on processes and policies to optimize technology solutions.
- Monitor, evaluate, and report on product development progress at each stage.
- Liaise with product development teams and end users to ensure development processes meet objectives and align with divisional priorities.
- Project manage housing technology initiatives on behalf of the division as required.
- Provide change management leadership to support maximum product adoption.
- Prepare and maintain all key project management, change management, and product development documentation.
- Develop and maintain positive relationships with key stakeholders and partners, motivating project teams with clear and meaningful goals.
- Manage vendor contracts to ensure compliance with negotiated timelines, scope, and budget.
- Develop and monitor approved product and project budgets.
What the role requires:
- A satisfactory Level 1 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted).
- Relevant post-secondary degree in human services, business administration, or technology field combined with a minimum 5 years’ experience in housing, and/or the human services and product development projects
- Knowledge of the Housing Services Act and Residential Tenancies Act
- Knowledge of performance measurement practices to support evaluation and continuous improvement.
- Experience in developing product specifications and requirements and managing all the stages of the product life cycle.
- Experience leading medium to large project(s) and application of project management methodologies (including Agile)
- Demonstrated knowledge of existing Housing systems functionalities
- Experience in applying change management principles and methodologies and the ability to lead, manage and support change
- Experience in applying business process management and improvement methodologies
- Ability to develop and monitor budgets
- Combination of education and experience may be considered

- Ability to build and maintain collaborative relationships with stakeholders and regional staff.
- Strong interpersonal skills to present, facilitate, and gather information from staff, stakeholders, and community partners.
- Sound judgment in forming recommendations and conclusions.
- Demonstrated ability to problem‑solve, manage conflict, and respond with tact and diplomacy.
- Ability to obtain and interpret key information needed to understand requirements and process issues.
- Creative, collaborative, and innovative approach to stakeholder engagement and consultation.
- Commitment to a customer‑centred philosophy and service approach.
- Strong time‑management and organizational skills with the ability to meet deadlines and manage multiple priorities.
- Proficiency in MS Office applications, housing system applications, and project tracking tools.

Work Mode & Job Location:
In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.
It's important to note that your off-site work location must be within the province of Ontario. This ensures that we're compliant with all regulations and policies.
