Senior Director, Programs and Services

Position Summary

The Senior Director, Programs and Services provides strategic leadership to ensure the delivery of high‑quality, person‑centered services across all Chrysalis locations. The role oversees program operations in Calgary and Edmonton, ensuring services are evidence‑informed, aligned with sector standards, and responsive to participant needs. Key responsibilities include staff development, program evaluation, safety oversight, case management processes, and departmental budgeting. In partnership with the Executive Director, the Senior Director also leads contract negotiation and management with major stakeholders, including Persons with Developmental Disabilities (PDD).

Duties and Responsibilities:

Leadership: Provide visionary and strategic leadership for the Programs and Services departments, guiding teams to deliver high-quality, person-centered services that align with Chrysalis’ mission, operational goals, and long-term strategy.
Team Development and Communication: Foster a team-oriented and collaborative environment, offering guidance and support to staff, encouraging development, and maintaining morale.
Program Evaluation and Improvement: Lead the evaluation and continuous improvement of all programs and services to ensure they remain responsive to participants’ needs, effective, and aligned with Chrysalis’ strategic priorities, sector standards, and best practices.
Documentation and Reporting: Oversee the development, accuracy, and integrity of program documentation and reporting systems to support informed decision-making, compliance, and continuous improvement across Chrysalis’ programs and services.
Stakeholder Engagement and Community Building: Create strong relationships with internal and external stakeholders, fostering collaboration, and building community partnerships that enhance service delivery, promote inclusion, and advance Chrysalis’ mission and strategic objectives.
Policy and Procedure Development and Oversight: Develop, implement, and provide ongoing review of policies and procedures that support compliance, consistency, and excellence in service delivery across Chrysalis’ programs.
Staff Supervision and Development: Provide strategic oversight, guidance, and support to the Director, Programs and Services Calgary and Program Coordinators (Edmonton). Demonstrate strong, cross-functional) leadership to foster a culture of accountability, professional growth, and continuous learning.
Budgeting: Responsible for the development, management, and monitoring of departmental budgets to ensure financial sustainability, resource optimization, and alignment with Chrysalis’ strategic priorities, with the Executive Director.
Health and Safety: Ensure the Programs and Services department adheres to all applicable safety regulations, policies, processes, and plans.

Skills and Qualifications:

Leadership and Management: Strong leadership and team management skills particularly working with multiple sites and remote supervision.
Interpersonal Skills: Strong interpersonal skills in facilitation, coaching and development and conflict resolution.
Self-management and Collaboration: Proven ability to work independently, take initiative, and ability to work with internal and external key stakeholders.
Communication: Strong ability to effectively communicate both verbally and written with colleagues, participants, partners, and community members.
Collaboration and Relationship Building: Demonstrated ability to work effectively with internal teams and external partners while fostering strong, meaningful community relationships.
Attention to Detail: Consistently produces accurate, high‑quality work with careful review and precision.
Strategic Thinking and Results Orientation: Demonstrates the ability to think ahead, set clear priorities, and drive meaningful outcomes while maintaining accountability for personal and team performance.
Knowledge of Regulations and Compliance: Understanding of compliance requirements for funding and reporting.
Contract Negotiation: Demonstrated ability to negotiate agreements that create mutually beneficial outcomes with stakeholders, funders, and government partners at all levels.

Education:

Bachelor’s degree or master’s in business administration, public administration or a related field.
A master’s degree is preferred.
The equivalent combination of education and experience will be considered.

Experience:

10-15 years of experience managing or directing a field operations team, ideally in the human services or social sector.
3 years experience with contract negotiation with PDD.
3 years experience managing and having responsibility for budgets over $5M.
Experience in the disabilities sector is required.
Experience in clinical or case management is an asset.
Experience in behavioural health / rehabilitation experience including supervision of clinical or case management is an asset.
Experience in needs assessment and ability to apply critical thinking for new initiatives.
Experience implementing new and progressive initiatives and advanced change management skills and knowledge.

Technical skills:

High level technical aptitude in Microsoft Office, and Google Suites.

Knowledge:

Person centered service delivery and best practices in disability‑support programs.
Program management, including evaluation, continuous improvement, and evidence‑informed practice.
Leadership and organizational development principles to guide teams across multiple locations.
Sector standards and regulatory requirements relevant to disability services and community‑based organizations.
Contract negotiation and partnership management with stakeholders, including government bodies such as PDD.
Case management frameworks and approaches that support participant success.
Budgeting and financial oversight for program operations.
Safety and compliance practices within human‑services environments.
Change management to adapt programs to evolving client and organizational needs.
Community partnership development to strengthen service delivery and organizational impact.
