Salary Range: Non Union, Salary Band I $103,175 per annum to $128,969 per annum
Hiring Range: $103,175 per annum - $116,072 per annum

The section’s focus is to carry out studies and program capital projects to ensure that Regional transportation and stormwater infrastructure are operating at expected levels and standards and ensure that new infrastructure is programmed as required to support approved growth and development.
This position leads the development, coordination and delivery of the capital budget and capital plan for the division, helping to plan and guide the various projects and initiatives that are undertaken by the Transportation division. This position is a key contributor to Region of Peel’s growth management working group and is a key stakeholder in delivering the term of Council priority “Plan and Manage Growth”.
What you’ll do:
- Responsible for the identification and development of the transportation program infrastructure budget including new infrastructure and replacement infrastructure on a 1-, and 10-year capital funding plan, Including programming the recommendations from studies and Peel’s Transportation Master Plans.
- Responsible for the alignment with Peel’s Corporate Asset Management annual investment recommendations for State of Good Repair to the capital plan, considering the prioritization of the long- and short-term plans and the analysis and project advancement and deferral decisions to ensure alignment within +/- 5%.
- Leads the development charges background studies and ensures all future growth-related projects are properly identified in accordance with the Development Charges Act.
- Provide Project Management services by leading a team of technical and project management staff to conduct cost analysis, variance reporting, and Hyperion Capex entry that support transportation programming initiatives.
- Review/improve and implement existing and new business processes within the transportation program services to assist the Capital Works and Operations Sections such as Area Municipal/Peel coordination, budget processes, financial monitoring/cash flow projections and forecasting.
- Respond to customer service inquiries, develop solutions to technical problems and service problems.
- Liaise with other divisions/sections, external agencies, municipal and boundary partners, and ensure legal agreements are adhered to.
What we require:
- A degree/diploma in Civil Engineering or related field
- Five (5)years of experience in planning, and/or management of transportation systems and minimum 3 years supervisory/management experience, will be instrumental as you fulfill your mandate to lead and supervise the development of Regional Capital Budget and Forecast for transportation.
- Fundamental knowledge of municipal budgeting, asset management and risk management theories and methodologies.
- Considerable experience in developing long term strategies for infrastructure planning and funding.
- Demonstrated knowledge of process engineering principles and practices for evaluating the efficiency and effectiveness of transportation systems.
- Approving expenditures and monitoring the operations current expenditure budget and capital budget items as required.
- Planning, scheduling, and coordinating work activities within approved budget guidelines and planning infrastructure works with Area Municipalities.
- Identifying and obtaining necessary resources (financial, staffing, external service providers).
Skills/Abilities:
- Verbal and written communications to prepare required reports, conduct training and oral presentations/discussions and liaise with a variety of individuals at various levels and to represent the Region at meetings.
- Public relations skills to liaise with a variety of individuals, coordinate work, and provide leadership in project assignments to consultants, contractors, and key stakeholders.
- Information analysis skills to evaluate and integrate analyses, which come from multiple sources (business and technical) to provide substantive recommendations, develop business rationales or to develop major program changes.

Work Mode:
In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.
